The Central Government has officially launched the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY) 2025, a major initiative under the Viksit Bharat Mission 2047 to create jobs, support industries, and bring India’s workforce into the formal sector. Announced by Prime Minister Narendra Modi during his Independence Day speech on August 15, 2025, the scheme became effective from August 1, 2025, and will remain in force till July 31, 2027.
With a financial outlay of nearly ₹1 lakh crore, this scheme is expected to generate more than 3.5 crore new formal jobs across India.

Why the Scheme Was Launched
Unemployment and informal work remain big challenges for India’s growth story. Despite rapid industrialization, a large portion of India’s workforce still operates outside the formal economy without access to social security, provident fund, or job stability.
To address this gap, the government introduced PM Viksit Bharat Rozgar Yojana 2025 with a dual focus:
- Encourage employers to hire fresh workers through financial incentives.
- Support youth entering the workforce with direct financial aid, skill development, and formal sector benefits.
Budget and Job Targets
- Outlay: ₹99,446 crore to ₹1 lakh crore over two years.
- Target: Over 3.5 crore jobs in the formal sector.
- Focus Sectors: Manufacturing, services, startups, and MSMEs.
Features of PM Viksit Bharat Rozgar Yojana
The scheme has two major parts—benefits for employees (first-time workers) and employers (businesses hiring new staff).
1. For Employees (First-Time Workers)
- Applicable to those who join any EPFO-registered company between Aug 1, 2025 – Jul 31, 2027.
- Only for individuals who were not EPFO members before Aug 1, 2025.
- Maximum salary limit: ₹1,00,000 per month.
- Financial Support: Up to ₹15,000 per employee, released in two instalments:
- First instalment after 6 months of continuous employment.
- Second instalment after 12 months, subject to completion of a financial literacy program.
- A part of the benefit is credited into a savings instrument to build long-term discipline.
2. For Employers (Businesses and Industries)
- Must be registered with EPFO and hire a minimum number of new employees:
- 2 or more (if total workforce < 50).
- 5 or more (if workforce ≥ 50).
- Incentive: Up to ₹3,000 per month per new hire for two years.
- Special Focus: Manufacturing sector will receive benefits for 3–4 years, encouraging large-scale job creation.
Eligibility Criteria
Employees
- Indian citizen aged 18–35 years.
- Not a member of EPFO/ESIC before Aug 1, 2025.
- Salary under ₹1 lakh/month.
Employers
- EPFO registered establishments.
- Must create new jobs, not replacements.
- Must maintain accurate Electronic Challan cum Return (ECR) filings.
Application & Registration Process
- Portal: Employers can register at pmvbry.epfindia.gov.in or pmvbry.labour.gov.in.
- UAN Creation: Employees can generate their Universal Account Number (UAN) through the UMANG app using Face Authentication Technology (FAT).
- Payment Mode:
- Employees get incentives via DBT through Aadhaar-linked bank accounts.
- Employers receive benefits in their PAN-linked business accounts.
